Here's a concise guide to the Mexican area code system:

NEW TELEPHONE CODES - valid as of November 2001
All local telephone numbers remain the same, as do 700, 800, 900 numbers. To call Mexico City, Guadalajara and Monterrey from anywhere in Mexico you will need to dial 01 + two digit long distance code (Mexico City 55, Guadalajara 33, Monterrey 81) + the 8 digits of the phone number. For any calls to any other city in Mexico you must dial 01 + 3 digit long distance code + 7 digits of the phone number. To call a cell phone in Mexico City, Guadalajara and Monterrey from anywhere in Mexico you will need to dial 044 + two digit long distance code (Mexico City 55, Guadalajara 33, Monterrey 81) + the 8 digits of the cell phone number. For any calls to a cell phone in any other city in Mexico you must dial 044 + 3 digit long distance code + 7 digits of the cell phone number. For long distance calls to cellphones you must dial 01 + 2 or 3 digits (new code) + cell phone number. To call Mexico from abroad you will need to dial the access code of the country you are in + 52 + the new long distance code + 7 or 8 digits (see above). It still took me several tries to get the correct number for the Federal Highway Police in Mexico City. Nobody answered. (See today's previous post below for why this is important to me)
